TERMS OF REFERENCE

SERVICE: The Development of Sustainability Concepts for i.e. SMART

Background

The project i.e. SMART is funded under the European Regional Development Fund and the CENTRAL EUROPE Programme for a period of 2,5 years. The project consists of a partnership of 12 partners involving 7 Central European Regions. The European Office of the Vienna Board of Education is acting as Lead Partner.

In the framework of this project the development and implementation of a new start-up business training approach is required for emerging entrepreneurs. Currently, the project is nearing the end of project lifetime, and some support if needed for the sustainability of the project and its outputs.

Required Service

The European Office of the Vienna Board of Education in its role as Lead Partner of this project is requesting support for: The development of sustainability concepts.

Based on an analysis of the current and outstanding i.e. SMART project outputs, a comprehensive sustainability concept will be developed, which on the one hand builds on the i.e. SMART project experience, and on the other hand outreaches to other European initiatives and regions.

For the SMART analysis, the Lead Partner will provide the successful bidder with all available outputs (draft concepts, concepts) as well as information about the strategic concepts that will be completed by the end of the project. The sustainability concepts should contain elements such as:

1. Contribution to the overall project SMART Plan

2. Contrasting the SMART Plan with other Regional Plans outside the Partnership

3. Analysis of Regional/National Development Plans outside the Partnership

4. Identification of relevant Regional/National/European stakeholders outside the Partnership

5. Identification of relevant EU policies and regulations

6. Identification of innovative elements and the possibility of their further development and integration in new project proposals for upcoming ETC Programmes such as CENTRAL EUROPE 2020, INTERREG Europe, Danube Transnational Programme 2014-2020, etc.

7. Contribution to transfer of the SMART approach to other European Regions

Conditions:

-          Price indications (in EUR, excl and incl VAT):

o Global price

o Daily or hourly rate

All sustainability concepts completed belong to the contractee, the European Office – Vienna Board of Education as Lead Partner of the i.e. SMART project, and will be treated as his/her intellectual property according to §14 of the Copyright Act. The contractor will grant all unlimited rights to the sustainability concepts / new project proposals produced and the contractee, the European Office – Vienna Board of Education as Lead Partner of the i.e. SMART project, no longer will be required to have further consent by the contractor for its usage.

Selection:

Selection will be done between the 19 and 20 May 2014 and the winning bidder will be notified on the 21 May 2014.

Selection will be done based on the principle of cost effectiveness.
